We don't have automatic Entra Account provisioning yet - the user needs to be setup inside EnrolHQ How to Add Users in EnrolHQ by someone with the Admin User privileges
They also need to be setup in the Entra Application (either as a user, or part of a group that has access)

When Adding a user you can just put in a gibberish password, and dummy mobile number (in Australia we use 0400 000 000).

Then after setting up, the Admin User must login the EnrolHQ and toggle "Password Auth" to off for all users except themselves).

The New User will only be able to sign-in using the link to the SSO.
